A new Government decree brings in origin rules for goods made and circulated within Vietnam, starting January 1, 2027.
Goods lacking wholly Vietnamese origin must satisfy a tariff classification change or a Vietnamese value content (VVC) floor of 30 per cent, figured by one of two set formulas.
Traders can pick the direct or indirect VVC formula, and the chosen method must hold for the whole financial year.
They bear legal responsibility for the accuracy and truthfulness of their origin claims, must show Vietnamese origin evidence when relevant authorities ask, and must follow Vietnamese laws plus destination countries' import regulations.
