Regional Container Lines (RCL) will add an Advance Filing Surcharge as it complies with the United Arab Emirates' Maritime Preload Cargo Information (MPCI) programme.
Under the framework, carriers must send import cargo manifest data electronically to UAE Customs before vessels depart their last foreign port.
Shipping Instructions or Bill of Lading drafts, complete and accurate, are due from customers at least 48 hours before the vessel is estimated to arrive at the port of loading.
RCL cautioned that late or incomplete submissions might lead to cargo being rolled or to a Do Not Load instruction from UAE Customs.
The charge takes effect from 16 October 2026, counted by the vessel's departure date at origin.
